[TFDA] portable schedule & three notes re WL

Hello, Winter Leaguers!

There are three things I want to let you know about.  The captains hashed out a new time cap
policy, which you can read about in the WL FAQ when it gets updated
(http://www.tfda.org/Winter/WLFAQ.htm).  Also to help everyone recognize the value of starting
games on time (so that everyone gets in their allotted 2 hours of play), there's a new late start
assessment clause, which pertains to the 10am round.  This will also be in the WL FAQ.

Till the FAQ is updated, you can read these updates here:

Time caps: Cap to go on 15 minutes before next round; default for the 2pm round is 3:45, but
captains may agree to extend game, not to exceed 4:.  When time cap imposed, add 2 to higher score
after point underway is complete (not to exceed 17 unless both teams tied at 16).  If "between
points" add 2 to higher score before pull (not to exceed 17 unless both teams tied at 16).  Game
during time cap is win by one, ie, first to reach the newly set score.  No time outs during the
time cap.

Late Start Point Assessments for 10am games: The captain of a team ready to play at 10:10 may
assess one point against a rival team if it is not ready to play at that time.  One more point may
be assessed every five minutes thereafter if the team still cannot field the properly gendered
squad of seven.  Note that a team may play with fewer than 7 players (no more than 5 men) to avoid
having points assessed against it; the ready team may play all 7 of its players in this case.

Another matter is the weather hotline, which specifically refers to the fields as numbered by SAS.
 We use their fields #6 and #7, so when checking online at the SAS Soccer website to see if our
fields are good to go, don't refer to 1, 2, 3, 4; instead numbers 6 and 7 (though this weekend
we'll be using SAS fields 4 and 5).
