All they can do is wait. It is a problem only after BUILD until the libraries 
get installed again.

Now that the compiler collection is easier to work on, we can try making it 
install to a temporary location during BUILD, which should help at least for 
new library loads. We do similar tricks in some other basesystem spells 
already.
