I happened to update util-linux first and it gave me no problems.

So I can confirm it does work at least in once case.

I think your trigger suggestion is backwards though.

If you set a trigger in util-linux to trigger e2fsprogs cast, I think it puts 
e2fsprogs after util-linux when it can if they are both in the update list -- 
the only time it puts it before is if they both have deps on each other 
(directly or indirectly) thus being a circular loop where e2fsprogs would have 
to cast twice to satisfy the trigger -- in which case since util-linux is in 
basesystem, e2fsprogs would need to have that dependency removed.  Fortunately 
e2fsprogs doesn't indirectly depend on util-linux in the spell list, so that 
should be the solution.
