I have no problem with using camel casing. Just go with it. And deal
with oddness when it shows up [[PostgreSQL]]

I'd prefer some kind of hierarchy, helps group pages.
There are also Categories, that require CamelCasing: CategoryHowTo
It's then easy to group pages, and we can make as many categories as
we want to and pages can be in as many categories as we'd want.

I've moved a few pages, just to get them to fit more of a
ThisIsMyPageName type thing, since that's what moin uses. And then if
it's a HowToDoThisThing, I've moved them to HowTo/DoThisThing. And
then I would also add that page to CategoryHowTo and set up HowTo to
display all the pages in CategoryHowTo. This leverages all the
functionality that Moin provides.

Templates exist. I'm not sure if they're done the way you want, but
they do exist. A Discuss page can be created, possibly not
automatically, but using the ACL's and such you can create them. Most
of our pages do not require "discussion" like on wikipedia.
I think the templates are used more like in the way the
StableRelease-00 are created. There's a page created in
CategoryTemplate, that you can import into your new page creation. So
it's not really like gettext.
