That's odd. I have hal-0.5.11 too and I can see 10-keymap.fdi in the 
install log. Also, there's no line that modifies the input.xkb.rules key 
in my 10-x11-input.fdi.

PS: I just recast hal-0.5.11 from test just to be sure, things are 
exactly like I described.
