[SM-Discuss] Ibiblio MailMan changes

Less spam would be nice, so I'd say let them discard them. I've always
found it annoying to have to register when I want to post a single
question to a new community I'm getting interested in, but as we are
pretty responsive on IRC I think we can afford that.
