[SM-Discuss] Deprecation support hits quill

Quill now supports plain removal, deprecation and renames (both steps) of 
spells (as much as it can for a single-spell editor). It also spits out the 
git commands needed to finish the spell off, suggest a ChangeLog entry and 
reminds you of the dependencies and EXPORTS.

To get this functionality, cast quill and choose the git option (don't worry, 
quill is everstable). To maim or kill a spell, do the usual "quill -u $spell" 
and choose 4 in the menu. You will be guided through the rest.

Thanks go to Treeve for providing the basic functionality and incentive by 
writting two custom scripts!
