I don't know about anything else, but this is not true for network  
devices. It was a very frustrating experience to set up my firewall,  
and then have it change the network devices around on reboot. For  
discs I know we have a set of rules that provides a  
/dev/disk/by-{id,path,uuid} that doesn't change, and link to whatever  
the disk/partition/filesystem happens to be this time. But this is an  
optional install right now.
