IIRC we only include X dependency if it's needed/optional at compile time /and/
none of the package's dependencies implicitly or explicitly depend on X
already.
In this case (emacs) it has no DEPENDS file and so an optional_depends on
X11-LIBS (unless it needs -SERVER) would be okay, IIRC.
