What she is referring to is putrescent anaerobic dominated by the bad pathogenic microorganisms,
the one(s) that create the rotton eggs smell.
When I need to spread manure, usually fresh or partially aged cow, I always mix it with large quantities of rock dusts.
This helps it work off aerobically and makes it much easier to spread. The microbes that break it down feed also on the
rock dust then convert trace minerals to plant available forms.
