If only laws were enacted before Brazilian Pepper made it into the Everglades or before Kudzu was planted for the first time as a fast growing cover for a pergola in Florida, and on and on. At this point obstructing ANY possibly invasive species would be good - but they should take into account the plant in question. It is not too likely that anyone would have problems with runaway Worsley procera (especially me!).

It surely could be a problem. A plant that's invasive ihn Florida can
barely survive in the Chicago area, or be grown only in a greenhouse., If
this isn't taken account of --the effort is stupid--example: Bomarea
