Not to sound clip, but not all packages are opened by the Department
of Homeland Security. Thousands of packages move though international
mail on a daily basis, Homeland Security (Customs) would need a much
bigger staff to open every package. It's just a numbers game- How many
packages can one person inspect in an 8 hour day? There would be a bit
of a back log.
The reason for the label is that the packaged is delivered directly to
the inspection station. The postage service knows to deliver the
package because that's the address on the label.
The logic is that if it's addressed to someplace besides the
inspection station that is probably where the delivery will occur If
no one inspects there are the issues of pest introductions. Worse is
that there is a random sampling of inspections and do you want to risk
being consider a smuggler because your exporter did not put the
correct delivery address on the box. There is a perception within the
regulatory community that individuals are purposely not putting the
Inspection station address on the outside in the hope that the package
will be overlooked and no inspection is performed. The consequences of
this has been an increase in civil penalties issued.
