I agree with Jamie. I have had a regular plant import permit for a couple
of years now. I just send a photocopy of my permit letter and one of the
yellow and green labels with my overseas plant orders. The expected
arrival date has not been a problem; as I recall, I put down "at
appropriate seasons". This proposal in fact appears to me to be an
excellent resolution of the dilemma USDA got into (mainly because of
international agreements, I suspect).
Don't knock it till you've tried it!
