As I understand tulips (imperfectly!), each of the major leaves will make a
bulb, thus, there will always be more than a single bulb at the end of each
season (assuming one started with a mature bulb and growing conditions were
conducive). Like offsets of all bulbous plants, these "daughter" bulbs have to be
of a certain size to bloom and that is a factor wholly dependent on culture.
