[NAFEX] flood-tolerant apple rootstock needed?

I do NOT think number 2] can be practiced, I don't think you can get a root 
to sprout leaves.    Does anyone else think its possible to induce the root to 
sprout on an apple?    the implication is you've got to test through number 
one, that pretty much means air-layering.
