[MSAR] MSAR criteria, effective use

Thank you very much for sharing your hard work , we've been busy her at the
agency the last couple of weeks and our computer has been a problem , I am
very impressed with the feed back I am recieving from so many people and
groups , thank you again and we will be talking Doug.
