This is *very* interesting.  We saw this on television - a Rick Steves PBS
program.  He does European travel programs (and writes guidebooks). 

He was in a city in Spain (I can't remember which city) walking through a
quaint old neighborhood with a local friend.  

They saw hanging plastic bags of water in a courtyard; the local told him
it was to keep away flies and that many people there do this.  He asked the
lady who lived in that house if it worked:  she said it did work for her.

I cannot think of any reason WHY it should work, but if several people say
that it works, I think it would certainly be worth a try.
