And what I've read in an herb supplier catalogue is that the seed needs light to germinate-- so cover very lightly, if at all-- just press the seed into the soil mix.

  In my experience, germination is the limiting factor.  Once they get going though, they do quite well.  I am going to try nipping off the growing point this year to encourage a bushier plant.  Having a couple of plants go to seed seems to make sense as well due to the high cost of seed.
