Doesn't Ohio have the Buy Local Food Movement?
Our sales at Farmer's Markets (even of eggs) here in Virginia is booming.

I'm thinking, in Ohio, any sales of eggs at a market are prohibited unless you have the appropriate license, regardless of cooler type. Some folks were pre-selling eggs in the past, and delivering them to the customer on market day; I think this is no longer allowed either.

Personally, I think the situation has gone far beyond safety into the realm of stifling competition and generating income through superfluous fees and licenses. Mom and Dad would take eggs to the local "Exchange", so-named because farmers would exchange their produce for other groceries. We're getting to the point of being unable to profitably sell value-added items, and now it seems our right to sell basic vegetables is under attack as well, by folks who really don't understand or care about the small farmer or the realities of what causes food to become unsafe in the real world.
