It may be that plain water works as well, but what I came up with for
harlequins is backpack sprayer water treated with a few drops of
essential oil of peppermint. A misty spritz down a leafy row with
that stuff brings all the critters to the topside of the leaves,
where you can effectively follow with a soap spray, or whatever.
Adjusting the hardness of our spray water improved the effectiveness
of soaps for us dramatically.
