The 60% corn gluten meal is derived from the germ, whereas 21% CGF comes
from the bran. Ingredient values are typically based on protein levels,
resulting in the varying prices.
I've always heard that the CGM is what has weed-suppression properties.

CORN GLUTEN MEALCorn gluten meal is the dried residue from corn after the
removal of the larger part of the starch and germ and the separation of the
bran. It may contain fermented corn extracts and/or corn germ meal. Corn
gluten meal is usually marketed as either 40 or 60% protein (90% dry
matter). It is considered an excellent source of bypass protein for
ruminants and a valuable source of the sulfur-containing amino acid
methionine.
