We have a 4 shank chisel plow that we made.  We ordered the chisels from 
John Deere and then constructed a frame.  You really need minimum 12 hp 
per chisel.  We have a Kubota l2850 4wd which is ~35 hp and we had to 
remove one of the chisels and go down from 4 to 3.  Even then it's hard 
to pull and you really need wheels to keep it at a set depth or else it 
will dig in and it's like riding a bucking bronco (albeit sort of 
slow).  Our soils are a very silty silt loam.  I'd talk to the folks at 
Buckeye tractor - there's really knowledgeable about chisel plow for 
small tractors.
