I have a single shank CatII "sub-soiler", Ford brand, that I bought new 
from a local implement dealer about 25 years ago.  Cost about $300, 
probably ~$500 now.

It'll go 24" deep but it generally takes more than one pass to get that 
deep.  With a homemade attachment, I've used it to lay 1" black poly 
pipe.  I've used it with 25-50 hp tractors.  I bought it to sub-soil 
where lines of fruit trees and blackberries are going in.  I also like 
to sub-soil my vegetable rows once every several years.
