If it is a temporary shelter (especially if it is movable), then don't
call it a building.  Call it a MACHINE.  You do not need a building
permit for a machine (or for any structure on wheels).  When we had an
old mobile home, we did not need a building permit until we removed the
wheels.

I use the Salatin-style pastured poultry pens.  I consider them farm
devices and not buildings.  We live near a county road and the pens are
in plain site.  Nobody has asked us to date about building permits.
