What you need is not wire snippers but rebar nippers. They are capable of cutting 1/2" rebar. They are somewhat similar to two handled loppers but have a very different, heavy duty cutting head. A good hardware store should carry them but be prepared to spend around $40 for a good pair.

#1) I just bought some #9 gauge wire to make hoops, and discovered that I can't cut it. I have wire snips but they are not strong enough. Does anyone know how to cut the wire??

#2) Also, does anyone have any advice about how to cut rebar into pieces to use in PVC pipe for hoops?
