templates are *why* you want to use dreamweaver.  most web sites have 
common header, footer and sidebar.  chunk 'em in a template and updates 
to all pages are quick and easy.  i don't think my ancient version 4 of 
dreamweaver uses any microsoft proprietary html that screws up the code.
