heh.

the Republican party does indeed give lip service to primacy of state 
and local governance, as long as this stance serves their other policy 
agendas.

if at the moment you're discussing, say, Utah and land rights, the GOP 
is all for state's rights.

if on the other hand you're considering Oregon and right to die, or 
California and medical marijuana, the tune changes considerably.
