But, it allso look like it takes 5 months to confirm that one week change.  

" Monthly average SSTs will have to remain above 1.0°C for five consecutive months in order for this to be considered a "moderate" El Niño event."

And it seems that a stronger El Nino winters makes for even colder winters, which is what she is calling for.

You can toss that one away.  The El Nino condition has already moved to
Moderate from weak.  It is considered moderate when sea surface temperatures
are one degree C above normal.
