As for all those cities mentioned, yes, I do know you can see them all from far away.  Not only the big ones, but the tiny ones too!  I personally think all the energy usage needs to be curtailed back significantly at all levels.  If government is so concerned about global warming, why not start with forcing the government turning of all those street lights, turn off lights in empty rooms, reduce vehicle energy consumption, etc.?  Not to mention that just doing that alone would reduce a portion of our tax burdon.  Government isn't leading the way by turning off the street lights, etc.  WHY NOT?   Late last night, I was coming back from the mountains just north and east of El Paso, TX (where we are expecting 6" of snow today, btw) - and every government facility I drove past was light up like a Christmas tree.  The amount light coming from these facilities was actually quite annoying.  And I can't help but notice on most street corners
 multiple cameras taking pictures of people, consuming and wasting energy on every corner,,,, or drive along the I-10 and I-25 and other roads, you'll come across bright lights blinding drivers at night so the government can snap more pictures, wasting more energy, not to mention the super computers wasting energy to do the facial recognition thing.  This is an insane waste!

FYI, I don't live in AZ.  Where I live, I can and do live without AC or heat year-round as the average temps range from 30-92, with a signifant part of the year between 40-70.  I actually don't even turn lights on inside or out, except briefly (as in seconds at a time) when absolutely necessary.  I use on average 78 KWhours a MONTH, and between 21-28 gallons of LP per YEAR, and I'm in the process of switching my KW over to 100% solar. And I'll be able to reduce the LP consumption even further with a solar oven.  And I don't burn wood - there aren't exactly trees to cut down around here, and I don't have a need for it anyway.  Outside of my personal consumption is the well for water which is on a separate line, is also being switched to solar.  Total current energy consumption is not currently known and is being monitored with a wattmeter.  Normally I drive less than 3000 miles per year (for more than 20 years that has been my average) and half
 of that is on a 100mpg scooter now.   I've made the effort, for reasons outside of alleged man-made global warming.  I don't like pollution.  I believe energy sources are finite, not unlimited (except the sun), and need to be conserved for the future.  All the legislation and taxation in the world isn't going to do any good to conserve natural resources (including quality of air, etc) unless each person makes an effort.  

I've had to make a lot of trips the past month, and the one thing that is clear at night time is there are no visible signs of effort being made by the general population or the government to reduce energy consumption.  Although I do see a smattering of small solar panels here and there.  

Is the lack of personal effort due to massive individual carelessness?  I don't know. 

Is it due to masses of individuals in general don't buy into the man made global warming idea?  I don't know.  

Is it that masses of individuals buy into man made global warming but figure that someone else should have to turn off their lights, but not themselves?  I don't know.  

Will taxing individuals in the developed nations and sending that money to other countries going to get individuals to turn off lights? I don't know.  

What's the government's excuse?

I do know that the initial conversion to solar seems cost prohibitive.  Part of that misconception is a lack of willingness to do personal behavior modification.

What I do know and see with  my own eyes in state after state masses of individuals and governments are not taking any action what-so-ever to significantly reduce energy consumption.  A scattered few here and there yes, but the masses, no.  Wasteful energy consumption is as visible to the naked eye as is your local climate, as is the snow falling in the mountains today just north of the US-Mexican border, as is all the snow on the ground (some on mountain tops, other parts in the cooler sides of valleys) from Denver south to the ski slopes of Sante Fe and Taos.  The streets are clogged with traffic, and the lights are shining brightly.

Did I mention InternationalEnergy-Gate?  I can't remember.  The 2 IEA insiders who turned whistle-blowers on the reports that the IEA has purposely inflated the numbers on how much oil reserves actually remain?  More lies.....why am I not surprised?

I am curious to see what comes out of these two latest scandals.... the IEA lying to the world about how much oil reserves actually remain, and the global warming scientist who's own emails admit that they have conspired to say that global warming is man-made and supressed any other evidence to the contrary.

Ah, as to seeing LA, you do know that you can see Phoenix and Yuma from 
Mexico and Baja at night and if you are traveling back from CA you can 
definately see Phoenix from a LONG way off!  Plus, once you get there it is 
lit up like Vegas!
