I haven't read whatever posts came in after this one - been out all morning  
and am just catching up - but your line of thinking leads me directly back to 
my  old idea that every child should be temporarily sterilized at birth. Once 
it has  had an education, and acquired employment, and proven itself to be 
competent and  responsible, then the sterilization is reversed.
 
I have had folks throw stones at me over this.
