The Palmer Divide ranges as high as 7300' above sea level. The annual
precip there pushes 20", a very reasonable amount. Further east,
toward Limon, it drops in direct relation to the elevation. I would
imagine Limon and east see anywhere between 12 - 16".
Elizabeth is about 1/2 between the two, and probably gets that 16 inch
amount.
When I lived in CO, never had the money for land, so really didn't know
much about water rights and allotments. Here in NC, they are just
starting to think about water rights given the recent drought.

I think in Colorado, you need to use the measure of usable water, not
land?
