I only know what it's like here; anyone could fill up barrels with diesel 
fuel and pay cash without raising a single question. You can get receipts 
for cash purchases; I do it all the time for tax purposes.

I feel bad if reporting people is common where you are...it isn't here.  But 
clearly you will believe what you want, what supports your world view.
