All that would help .... a little .... but there are two things going on 
here.  Even if we cut our gasoline consumption in half, as soon as the oil decline 
starts in earnest, it will do very little good.  The reason is that oil 
becomes *increasingly* scarce which is to say increasingly expensive.  Those who 
were saying the production peak is 40 years away are by and large saying now 
it's more like 10.  Many others say we passed peak two years ago.
