I was, alas, involved with a number of schools and colleges for a number of 
years.  One school system for which I worked had one high school, one jr high 
school, and six elementary schools.  Not a huge system.  Yet it had more than 
40 offices full of drones and their assistants and hanger-ons.  Coordiantor of 
this, administrator of that, supervisor of the other thing.  At one time as a 
political favor to an ousted fellow superintendent, the superintendent of that 
system created the position of coordinator of foreign guest speakers complete 
with two assistants and a secretary.  In two years a total of three people 
actually came to speak at the school, an exchange student from a nearby college 
and two of the "coordinators" relatives.

Yet the schools sysytem patted itself on the back that it spent a mere 3% of 
the budget for administrative costs.   Say whaaaa?  Yes indeed.  The 
superintendent and his secretary were 'administration' and everybody else, 
coordinators, supervisors, facilitators by the score .... were all "instructional" 
personnel.   </HTML>
