That is a reason why we have signed but not ratified the Protocol.
Because of the size of their population and the size of their
economy, they currently do not fit the Annex I list. It is expected
that China's status will change soon.

I see an agenda to allow developing, Non-Annex I, nations freedom to
grow their economies without the burden of emission limitations or
paying for tradeoffs.
Seems to me the precautionary principle applies. "The precautionary
principle is a moral and political principle which states that if an
action [in this case, an inaction] or policy might cause severe or
irreversible harm to the public, in the absence of a scientific
consensus that harm would not ensue, the burden of proof falls on
those who would advocate taking the action [again, in this case, not
