[Homestead] basement hollow block - worth insulating?

I don't know the math on it, but considering your climate, if it were  
me I would pour something into the cavities that will not be  
adversely affected by moisture. I would also, if it has not already  
been done, affix insulation board to the outside of the walls both  
above the ground and as far down as it is feasible to dig. Above  
ground, protect the insulation board with stucco.

You can put your hand against the wall at different levels to judge  
whether there is insulation below ground.
