I think the cover crop process is too slow for such soil. On similar  
soil in the Bay Area I had tree-trimming guys dump many truck loads  
of chips. Also got all the grass clippings and leaves possible.  
Turned adobe into good soil. Fruit trees did very well. To make a  
good garden will take years.
