[Homestead] More cuts to the soldiers pay

It used to be that when you were in government quarters you had a 
place to live, a place for your family to stay while you were 
deployed (think Afghanistan & Iraq).
I lived in quarters & "on the economy" during my 21 years, depending 
on where I was stationed having housing that didn't come out of my 
(never big enough) pay check was important. When you live in 
government quarters you loose your "Basic Allowance for Quarters" 
(BAQ). You can look up BAQ figures, they are standard according to pay grade.
This is another quiet cut of military pay.
I wonder how much the military is saving and how much the private 
developers are making?
IMO it's another way for big business to get some more money into 
their pockets, this time they get it from the soldiers.

Some families living in privatized housing on Army installations 
became responsible for their utility consumption starting Sept. 1. 
Residential Communities Initiatives (RCI) began billing for 
electricity at five installations where a yearlong mock billing 
program was recently completed. Residents should see their first bill 
on or around Oct. 1, 2006. Eventually all military branches will 
require residents living in privatized housing to be responsible for 
their energy use. Under the RCI program, more than 72,000 family 
housing units at 33 Army installations have been turned over to 
private developers.
