One reason that Australia became a penal colony when it did was the closing 
of North America as a dumping ground.  This occurred just at the time when 
English judges were significantly increasing the numbers 
"transported."  The reason for the increase was an increase in the numbers 
of public lands enclosed by the wealthy land owners.  Former peasants were 
forced to move to the inadequate and over crowded cities leading to a 
dramatic increase in the numbers in the London and other slums.
