One instance was Germany in the 20s when they were printing money as fast 
as possible to pay off France.  At one point it took a wheel barrow to buy 
even minimal food.  The wealthy hoarded hard and foreign currency but the 
people had no choice and suffered.  It was one of the things that helped 
Hitler rise to power, he blamed it on the Jews.
