[freetds] Connection timing out to valid server

Try changing the port by instance
[freetds]
tds version = 8.0
host = 192.168.1.13
instance=MSSQLSERVER
timeout=300

Try with telnet! If it doesn't work probably it's a firewall.
Are you sure port is the standard port (1433??)
