Failing the telnet test is a big clue.  It means you lack network
connectivity.  If telnet can't connect, rebuilding and reconfiguring
FreeTDS is no use.  

Bob Hetzel's answer is probably all you really need, but for anyone
searching the archives, here's how to find how to set up SQL Server
Express:

1.  Type "sql server express enable remote access site:microsoft.com" into
Google.

2.  Choose first item:

   
http://www.microsoft.com/technet/prodtechnol/sql/2005/mgsqlexpwssmse.mspx

Search document for "remote".  Proceed as directed.  

If there's a firewall, then of course talk to the friendly firewall guys.
