I don't think that's true. I think "default=no" means that if you
completely omitted any mention of threadsafety when running configure, the
default behavior in 0.61 was the same as if you had specified
"--disable-threadsafe". If you said "--enable-threadsafe", it was enabled,
as your intuition would indicate.
