That's because open participation not real without:
(a) sufficient diversity of interests
(b) sufficient operational community
(c) legal structure, policies and procedures
I'd be interested to hear your opinions as to any reason why this does not
hold up. Another way of looking at this is that the DPML is just a flight
of feathers within a global OS community and structural integrity and
community level is something to be archived - not claimed.
