I have exactly the same opinion about hosts.xml and therefor don't like it 
much.
So, there is an alternative way, host properties files.

$(dpml.home}/transit/authority/hosts/ is scanned for file entries, one file 
for each host.

Personally, I have that directory elsewhere, and do a symlink to ensure that 
the files are not deleted every time I kill the entire ${dpml.home}.

The online docs are slightly out of date, so check your local copy
${dpml.home}/docs/central/products/transit/properties/hosts/index.html for 
details.
