I don't think there's anything wrong with that... as a fallback.
I think it makes more sense to have some sort of identifier for a Work
given at license-generation time, so that:
http://creativecommons.org/licenses/by-nc-nd/2.0/?ccid=4815162342
...would show a customized deed for that object.
Why do this? Because works don't stay where they're supposed to. Because
they don't stay in the same form or format.
So algorithmically I'd suggest:
1. check any passed ID value
2. failing that, check the referrer
3. failing that, show a generic deed
