[cc-metadata] a rel=meta for license embedding ?

I don't like the idea of adding a new rel value, especially one with
such a generic name.
I don't have the CC metadata format in fresh memory, but I think I
recall being able to specify an URI for each <Work>. In the RDF file for
each page, you would add a <Work> for each of the files linked to, with
the URI specified.
If I recall wrong, and this isn't possible, I think it would be a good
addition, and much neater than the rel=meta solution.
