As you've noted, none exist. We will publish a spec for embedding CC
licenses using XMP, but initially you'll need to use Adobe's proprietary
software to do embed an XMP packet in the first place.
I hope that someone creates an open source library that makes it easy
for other applications to manipulate and insert XMP packets into PDFs.
