Please explain how a license that does not give up collection society
rights, when they are mandatory, prevents the PRO or CS from
distributing the royalties that they collected for use of that content.

That statement must have been meant as a joke.
The CSs and PROs are almost as good at stealing artist's income as the
record labels are.
