But this is not the case. You don't have to distribute it from your own web server, and if you stop selling it through Amazon, you no longer have the responsibility to make the unencumbered version available. If someone else takes up the task of selling on Amazon, they have to make the unencumbered version available.

I really hope not. It's a copyright licence. It's almost completely ineffective for that purpose.
If that is the point, then banning distribution in China etc. is a much higher priority than banning distribution with DRM.
